From 12th September 2012, the exported steel products need offering BIS certificate, 

include Pressure Vessel Plate, round bar, steel ingot, billet steel, rebar, wire rod and the diameter 

above 8mm steel products. API 5L, seamless pipe, line pipe, wire rod

Indian steel mills said that: In order to pass the BIS certification, 

Will consume more ferroalloy in steelmaking process and electricity, caused much more cost production.

 So, API 5L, seamless pipe, line pipe, wire rod. if the steel price can not rise, 

Small and medium-sized enterprises will not have the ability to go on producing.

Usually, the BIS certificate need 6-8 months, 

but Indian steel mills have made it clear that can’t require the government to stay of execution,

 at the same time remind steel mills don't make a mistake in the certification process.

Indian standards authority has said, on September 12, may not be able to complete all mills certification, 

especially the foreign steel mills. If unexpected factors, certification period may need to be extended.

Unable to complete the foreign steel mills certification, this may result in September,

 after some steel products to import,  API 5L, seamless pipe, line pipe, wire rod

or imports cannot meet domestic demand, especially in the country can't oriented silicon steel production. 

Indian steel department, said if that happens, some policy adjustments may be temporary.
